Carol was born on May 27, 1947 in Oakhill, West Virginia to the now deceased Leslie M. and Erma Lea (Webb) Toney. She graduated from Sandusky High School in 1965 and had worked at the draft board during the Vietnam War, and then for Hoffman, Lenhart Medical Practice. Carol and Keith were members of the Terra Senior Group.
On August 21, 1980, she married Keith W. Collier, who survives along with their daughter, Heather Collier.
Her sister, Kay (Doug) Young, Catawba and nephew, Nathan Young, Chicago and niece Laura (Blaine) Moore, England, also survive.
